PROPUESTA DE UN SISTEMA DE CONTROL ADMINISTRATIVO PARA REGULAR EL USO, MANTENIMIENTO Y ADQUISICIÓN DE LOS VEHÍCULOS TERRESTRES OFICIALES DEL CENTRO SCT MICHOACÁN

Abstract

The purpose of this research is identify and analyse the factors that make a change in the bad programation of the budget resources that are destined to the aquisition and maintance of official vehicles in Secretaria de Comunicaciones y Transportes most general and particulary at Centro SCT Michoacán. In this research have been reviewed the different normative orders, politic of uses, the organizational estructures that have a direct relation with vehicles, all this, doing a cualitative research. In the issue that we are dealing and at Centro SCT Michoacán, a public institution that depends of Secretaría de Comunicaciones y Transportes, was made an analysis of used budget, invested money in official vehicles and how many vehicles are in the period 2005-2009, the result is the creation of an administrative control system that regulates the use of official vehicles, that permits have better administrative practices and the growing of an organiztional culture basedin values as honesty and responsability that promove the eficiency in the use of the budget and the improvement in the institutional management in a permanently way.
